let's take a look at our tower camera, beautiful look at the sunset throughout the area. here is what's going on in terms of what we can expect. this is a set-up. every day, radiation heating occurs. every night, on clear nights, the heat is re-radiated back out of the earth's atmosphere. it cools down very rapidly. first snow covered areas, radiational cooling is significantly enhanced. even if it is not on your streets, on the yards, on the side of the highways, this can happen. towards the york county area -- you have a national park area that is shaded all day long. if those streets are wet, they can flash freeze. that's no cover means greater

means greater radiational cooling. temperatures in the 40 degree to 45 degrees range -- 40-degree to 45-degree range. a few microclimates across the area. i will tell you more about what we can expect. a lot more coming up in the forecast. tom: the ripple effect of the winter weather continues to hit norfolk's airport as major facilities in d.c., philly, and new york continue to dig out. some 1600 flights were canceled today. getting to baltimore, jfk, or newark from norfolk was nearly impossible. check with your airline before even thinking about going to the airports. nicole: getting around by ground in the northeast and even parts of virginia is getting better, but it is not there yet. plows are out in all major cities.

beginning to run in some areas. some schools will be closed again tomorrow. that cost of the storm -- the cost of the storm is expected to top $3 billion so far. tom: you can keep track of whether -- weather headed our way with the wavy weather app. tonight, a scary fire sends three to the hospital. nicole: it happened off of route 17. when we got back called. reporter: i talked to the assistant fire chief. he says the woman who was trapped inside the home has been transported to the hospital, airlifted there from riverside. arrest. it's not clear if she has gained consciousness.

several people who were nearby stepped up to help. three adults, five children, and a dog lost their home after a fire tour through this mobile home -- a fire tore through this mobile home. people rushed to help. they ripped away the wall to find a woman trapped in the bedroom and pulled her out. >> immediately began cpr right next to the trailer, where the smoke was billowing out. through their efforts and continued care from our paramedics, the victim was revived and transferred to the hospital and is in stable condition at this time. reporter: another woman made it out on her own and is expected to recover. the sheriff's -- the sheriff's deputy went to the hospital for smoke inhalation. >> they were in the right place at the right time to make a difference in this family's and this victim's life. had they not been on the scene,

reporter: the traffic was shut down nearby for hours. traffic is now moving smoothly on route 17. the fire department says that as the fire was starting, they were at another fire. hampton and newport news lended a hand before they got there. nicole: stay on top of developments in this fire investigation between newscasts on wavy.com. tom: developing news from chesapeake. seven people are on the mend after a car smashed into a post office. witnesses told us the woman was in a parking space and, seconds later, her car was inside the building. one person who was there with her child talks to us after it happened -- talked to us after it happened. >> it's very surreal. i had my three-year-old daughter with me. she could have been hit by any of the pieces. tom: you told all of the seven

hurt do not have life-threatening injuries. the post office is expected to be back open tomorrow. nicole: police are trying to figure out who shot a man and left him for dead in his car. someone shot and killed a man saturday night. officers found a 42-year-old dead inside that card in hampton. right now, -- inside that car in hampton. right now, they only have a vague description of the suspect. tom: a man was rushed to the hospital with several gunshot wounds. chris horne is in hampton now with the story. chris: the man that neighbors say is "t.j." was shot in the same block as where he lives. police have confirmed he was shot multiple times. neighbors said he was also stabbed and run over. a friend and neighbor says she

>> he was just trying to do a good samaritan thing and i think thatla -- backlash happened. chris: the man was battling to stay alive, lying and bleeding on the ground in front of this pile of brush. >> i don't even see how he made it to the hospital. he was that bad. i was trying to talk to him. we could not get any response from him. chris: this woman, who was afraid to be seen, says t.j. was also stabbed and run over. it happened on smiley road. earlier this month, he helped police catch a driver that had sideswiped several cars. one of them belonged to her. she is thankful for what he did. >> he is an all-around decent guy. he would give you the shirt off his back if you needed it. chris: she fears that the reckless driver came back last

police have no information on that possible motive and no information about a suspect so far, but they do say that t.j.' s condition has stabilized. he is at a local hospital recovering. neighbors, meanwhile, say they saw a large, black suv, possibly afford excursion -- possibly a ford excursion, feet away from the area. nicole: a former pastor will spend two years in jail for breaking into a home and secretly videotaping a young woman. the sentence came down late friday. jones pleaded guilty in july. prosecutors say the home he broke into was a fellow pastor's. received a total of 10 years and -- he received a total of 10 years and 24 months -- cheetah

nicole: the valve was turned in the wrong position. residents say they noticed the lack of heat around noon on saturday. it was not restored until 2:00 a.m. on sunday. some residents say they called 10 on their side -- on your side because they could not getting -- get any updates. >> i thought they would tell us one way or another. i would appreciate if they said even "don't hold your breath for 12 hours ago we got -- 12 hours ." we got nothing. nicole: the navy did open up the gym and provided cots and warm showers. tom: one councilman's plan against violence.

nicole: back now with a possible solution to a city in crisis. tom: mayor kenny wright is accused of doing nothing. only at 10 on your side, a portsmouth city councilman steps up with the first new suggestion we have heard. reporter: tom and the coal, councilman danny meeks came to us because -- tom and nicole, councilman danny meeks thing to us because he has an idea. we are listening because we care about solutions to make communities safe. we do know the murder rate has doubled in the last year. what do you think? >> i have been here for every one. reporter: an increase of 145% since 2014 -- over 2014.

danny meeks grew up. he first went to buy the week, -- he grew up in the bide-a-wee first neighborhood, went to the old cradock high school, and now operates empire recycling. >> these people out here are crying in this community like every community. they want more police protection. >> he says he wants to change the way police do business. >> more police presence. reporter: he wants police on regular beats assigned to cover the area of each voting precinct. he says this will create more visibility, quicker response times to reported crimes. >> the residents will want to communicate, and will let you know who's the problem and how it started. >> it is about familiarity?

with that person that you know and trust. reporter: meeks thinks this election precinct plan would create ownership with citizens and police. interim police chief dennis mook would not comment or be interviewed on meeks' plan. meeks says he did mention it to city manager dr. lydia patton. >> we had a dialogue, probably good five minutes to 10 minutes, about more oversight in the police with these community -- communities. reporter: he says that nothing ever came of that conversation, but thinks current police staffing strategies are not working. >> we have a mayor that is out of touch with the reality of his city. reporter: he says that they are failing to address the spike in homicides. >> it is time for action.

don: we have a look on tower cam from about 35, 40 minutes ago, a beautiful sunset. our forecast is going to go along pretty nicely. a little chilly during the overnight hours. we could re-freeze some rain. temperatures right now mainly into the mid-40's after high temperatures around 50 degrees this afternoon. a little cooler in williamsburg and suffolk. hampton with 44 degrees. temperatures overnight -- inland areas, towards the wakefield areas, more snow on the ground. even if it is not on streets, i showed you earlier in the newscast something called radiational cooling from snow can take place. there could be some isolated spots around 24 or 25. i could flash freeze some of the rose -- that could flash freeze some of the roads.it will re-freeze

new the areas -- so much around the coastline. 44 degrees right now. 37 in snow-covered wakefield. we move on for a wider view. 37. 43, 46. 47, 42. up to the northwest, where it is really snow-covered, up through the dce area will freeze ready rapidly overnight -- the d.c. area will freeze pretty rapidly overnight. this might jump a little bit back and forth. this is basically where the snow is. you see it extending right through here on up through parts of the peninsula to the middle peninsula and areas not near the water near the middle peninsula. you can see pockets of heavier snow towards the middle -- this area.

this is the same kind of picture, just for a few hours. you can see again where the snow cover lies. up through the peninsula, toward accomack county a little bit as well. partly cloudy during the overnight hours. a lot of cloud cover right now. still, cloud cover will pull away. i don't agree with these overnight lows. maybe a little bit colder inland and near the coastline overnight. tomorrow during the day, around 60 degrees, an increase in cloud cover, especially during the afternoon. tomorrow night into wednesday, we will likely see a little bit of scattered rain. we saw some snow, but not likely to be anything significant. that's around 3:00 in the afternoon on wednesday. it's going to get cold overnight. but it's going to warm up for the day tomorrow. we will warm up to around 60 degrees. chance of rain on wednesday,

bruce: a great game between two hall of fame quarterbacks, the nfl could not have asked for a better weekend as they get ready for super bowl l. the second game was not too exciting. you will be peyton manning and his denver broncos against cam newton and his -- it will be peyton manning and his denver broncos against cam newton and his panthers. yesterday, the eldest manning brother was very impressive as he booked himself one more trip to the super bowl with a two-point win over tom brady and the patriots. the underdog broncos led for end. new england came within two points with :12 left. brady's two-point attempt was
